Summary

Methods : Statistical surveys on the Services' database, and leadership of a research monitoring group.

Resulting focus : Of the 15,341 beneficiaries of the RMI on 29 February 2004, 12,100 had been receiving the benefit for over six months. Of those, 15% had never had an insertion contract and 41% had not renewed their contract. These rates are low compared to other Departments.
The 25-29-year-old age group accounted for 25% of beneficiaries of the RMI without an insertion contract. Most of those without a contract were men living alone.
The differences observed between territories related to the conditions of functioning of each local insertion Commission. Workloads, rotation of social workers, organization of reception of the public and assistance to the publics concerned must be taken into account.
