Working paper ODENORE
This working paper serves as a complement to the study conducted by the Directorate of Research, Studies, Evaluation, and Statistics (DREES) and ODENORE, which focused on quantifying non-take-up of minimum income schemes in Europe. This study was published in March 2022 in the DREES Dossiers series (Marc, Portela, Hannafi, Le Gall, Rode, Laguérodie, 2022). The study examines the quantification efforts related to non-take-up of guaranteed minimum income in five European countries with distinct national solidarity systems, yet where the issue of non-take-up has long been a subject of interest. For these reasons, the study includes Germany, Belgium, Finland, the United Kingdom, and the Netherlands. Among the findings, non-take-up of social benefits emerges as a widespread phenomenon in most of the countries studied.
